The Government of the Republic of Tajikistan has received financing from the Islamic Development Bank toward the cost of the Joint IsDB/ISFD-GPE-OFID Project for Support to Implementation of the National Education Development Strategy of the Republic of Tajikistan (Phase-II) and intends to apply part of the proceeds for consultant services. 

            The services include detailed design, procurement of goods/works/services and construction supervision. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

            The Ministry of Education and Science of the Republic of Tajikistan (Executing Agency / EA) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information, which demonstrates that they are fully qualified to perform the services (brochures, descriptions of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are:

a) The consulting firm conforms with IsDB eligibility rules (a copy of the Certificate of Incorporation of the Consultant or its equivalent);

b) The consulting firm must demonstrate past experience and successful completion of projects involving: supervision of construction for education facilities, procurement of furniture and equipment, and development of education sector;

c) The consulting firm should have experience on IsDB or similar MDB funded projects of a similar nature and size, with a good performance record. Proven knowledge of MDB procurement procedures is required;

d) The Consultant possesses a strong reputation as a professional organization, with a history of maintaining positive client relationships, and delivering high-quality work

The attention of interested consultants is drawn to paragraphs 1.23 and 1.24 of the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Projects Financing (the “Procurement Guidelines”), setting forth IsDB's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected through international short-listing limited to IsDB member countries using the Quality and Cost Based Selection method set out in the Procurement Guidelines.
