I. Expression of interest

 

The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES). 

The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.

 

The objective of this consultancy is to engage a consultant to lead the work on development of a new national framework for the learning and teaching environment. The consultant will lead and facilitate the working group operating under the MOES in the development of a new national framework for the learning and teaching environment based on existing regulations and practices. Other responsibilities include reviewing and evaluating of existing regulations and practices in the education sector that define teaching and learning environments, equipment, and methodologies and instruments used for the accreditation, licensing and monitoring of schools, identification of the areas for improvement, and leading the development of the new national framework informed by international best practices. 

The MOES will be responsible for piloting, adoption, implementation and enforcement of this new framework.

II. Requirements to the consultant

The consultant or consulting team should have the following qualifications: 

• A graduate degree (PhD or MA) in education, development studies, social sciences, or related fields. 

• At least ten years of experience in quality assurance in education, developing national frameworks for education and teaching and learning environments. 

• Have experience in developing financing plans, monitoring and evaluation systems, and quality assurance mechanisms. 

• Have experience in capacity building and providing training to staff across educational institutions. 

• Have excellent analytical and writing skills in English. Knowledge of Russian language is an advantage.

Ministry of Education and Science of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc). 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018 and November 2020) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
