BASIC FUNCTION OF POSITION:
The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various officers and staff of the Project Administration Group (PAG) to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMSEP).
 
SCOPE OF WORK
The assignment will support the Ministry of Education and Science (MOES) and the Project Director/ Deputy Minister of ISTEMSEP implement and manage the project covering procurement of civil works for upgrading the infrastructures of 22 sites and provision of modern Science, Technology, Engineering, Mathematics (STEM), teaching-aids, IT laboratory tools/equipment and supplies, tools and equipment for life skills programs; supervising the preparation of upgraded teaching and learning materials for STEM subjects and teachers training; financial management, monitoring and reporting.
 
MAJOR DUTIES AND RESPONSIBILITIES:
Under the leadership of the Project Director/ Deputy Minister (PD/DM) the PAG Project Manager will:
 
(i) be responsible for project management and implementation, including organization and coordination with MOES, relevant agencies for project implementation, progress monitoring, procurement supervision, coordinate project reports preparation, technical assistance, and capacity building;
 
(ii) guide PAG team and EA counterpart staff to prepare, review, and summarize annual fund use plan, procurement plan, and human resource development and training plans; 
 
(iii) Participation in all coordination meetings and events related to the ISTEMSEP project;
 
(iv) report the progress of project implementation and compliance monitoring to ADB;
(v) be responsible for reviewing and summarizing the project loan disbursement requests and submit to PD and ADB;
 
(vi) submit required annual audit reports and financial statements of project accounts to ADB;
 
(vii) be responsible for coordinating and processing the consulting services recruitment by confirming terms of reference for project implementation support, construction supervision, awareness-raising, career education and guidance (CEG), climate change education, school information system (SIS) development, eLearning platform development and studies, 
(viii) Making necessary and timely proposals for improving the work within the framework of the project; 
 
(ix) Support the MOES in coordinating reporting inputs for all project components and sub-components and undertake the analysis and interpretation of these inputs in the preparation of consolidated project progress reports, and a final completion report, to be submitted in a timely manner to the Minister and Deputy Ministers of the MOES, the MOF and ADB;
(x) Providing the Project Director / Deputy Minister of the MOES with weekly information on the progress of the project;
(xi) Maintain close communication with all of ISTEMSEP’s key stakeholders and partners;
 
(xii) ensure the timely bidding, evaluation and contracting of all consulting services;
 
(xiii) ensure the project will be implemented in accordance with ADB’s safeguards policy;
 
(xiv) Review and submit bidding documents, bid evaluation reports, and other necessary documentation to ADB for necessary review and no-objection;
 
(xv) coordinate the approval of detailed engineering design plans with the appropriate government offices;
 
(xvi) implement project construction supervision through a consulting firm to ensure projects are in compliance with design standards;
 
(xvii) coordinate and assist ADB and relevant domestic agencies to conduct review of project progress and performance;
 
(xviii) liaise with ADB on all project problems and issues, including obtaining ADB’s review and no-objection required for the project;
 
(xix) assist ADB or its authorized representatives to visit, inspect, and evaluate the project, and review the retention records and documents of the implementing entities;
 
(xx) update the project procurement plan on a regular basis in coordination with the PAG procurement officer; 
 
(xxi) Ensure that the Project grievance redress mechanism (GRM) is established and implemented as per the agreed procedures.
(xxii) Facilitate the assignment of individuals responsible for receiving and documenting complaints at each of the GRM up-take points.
 
(xxiii) coordinate and implement project performance evaluation, and disseminate the project experiences, lessons learned, and knowledge gained;
 
(xxiv) ensure the annual project budget planning to fit the needs for project implementation, including the coordination with the government’s parallel contribution in terms of added teachers and lab technicians;
 
(xxv) coordinate the project-targeted schools in planning for and hiring of added teachers and lab technicians according to the project implementation plan; and
 
(xxvi) perform other relevant coordination activities.
 
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
It is expected that the selected candidate will conform to the following qualifications and experience profile:
(1) At least Bachelor’s degree in the field of management, public administration, economics, education or relevant areas;
(2) At least 8 years of experience in managing a work of multitasked professional teams preferably in education sector
(3) At least 5 years of experience in managing donor funded projects; especially in the education sector, is an advantage;
(4) Good knowledge and experience in education system of Tajikistan;
(5) Good knowledge of project cycle, procurement and financial management; 
(6) Ability to think strategically and translate ideas into plans and actions;
(7) Strong verbal communication and report writing skills;
(8) Strong staff management and activity coordination skills;
(9) Excellent command of Russian and Tajik, and of English as a working language; 
(10) Experience in the usage of computers and office software packages;
(11) Two reference letters from the most recent employers.
ASSIGNMENT DURATION, LOCATION AND REPORTING:
The Specialist is expected to begin the assignment in February 2024 on a full-time basis. Dushanbe is the location of assignment. The Specialist shall be contracted for 12 months. This assignment is renewable annually based on the specialist’s performance and project needs.
